Ted Flowers is the co-owner/founder of Moriconi Flowers, Ltd. a litigation firm focusing on the areas of cannabis business development and compliance, premises liability, transportation, and commercial litigation, representing clients in the marijuana, insurance, trucking, and gas & oil industries and has handled all aspects of litigation including depositions, mediations, arbitrations, and trials.

Ted’s Cannabis experience dates back to 2014, when he began representing clients interested in participating in medical marijuana programs from licensing, investing through operators and research and medical professionals. Ted currently represents multiple national marijuana industry owners and operators in various areas of the marijuana industry ranging from license application and acquisition through compliance.

Ted was part of a three-person team which secured the first permit for a medical marijuana dispensary in Philadelphia. This process began prior Pennsylvania passing its Medical Marijuana law in April 2016, and involved all elements of license procurement and development, including forming the company for clients seeking to secure a license, identifying and securing the property where the dispensary now sits, obtaining all local community approvals and city support and zoning permits, drafting the application, and securing the design and construction companies to buildout the process. He also assisted in writing company Standard Operating Procedures, working with Pennsylvania’s Department of Health to secure an operational approval for the dispensary, hiring staff and overseeing the first year of operations on a day-to-day basis ensuring the dispensary was successful and fully complaint with all local and state laws. Ted continues to represent this company in all aspects of its operations, and was successful in obtaining a second permit allowing the company to operate 6 dispensaries, 3 of which are currently operational and three more will be operational in 2020. Ted has also represented multiple other national marijuana companies, including a large Chicago-based marijuana operator in all aspects of compliance and regulatory work.

As a litigator, Ted has argued before state and federal appellate courts in Pennsylvania and New Jersey, as well as 1st chaired multiple jury trials through verdict. A 1997 graduate of Temple Law School, his experience in liquor licensing matters, representing hotels, bars, restaurants, distillers, and distributors through all stages of the licensing and regulatory process, made it a reasonable transition to establishing a cannabis law practice in 2016 following 15 years at a Chicago-based national law firm including 8 as a partner in the general litigation practice group.

In addition to litigation in the insurance defense and personal injury settings, over the past few years Ted developed an interest and practice in the regulated cannabis business investment and consulting areas and is actively involved in entity formation, permitting, expansion, and ancillary legal services including contract drafting, enforcement, and litigation in multiple states. Among Ted’s successes is representing a medical marijuana dispensary permit winner in Philadelphia during Phase 1 of the Department of Health’s application cycle, and currently represents several grower/processor and dispensary permit holders in Pennsylvania.

Ted regularly lectures on various topics on a local and national level in the commercial cannabis, security, insurance and litigation space.
Through the Philadelphia VIP program, he frequently represents individuals on a pro bono basis involving all types of tort and contract actions.

Ted is a member of the Pennsylvania Bar Association, the New Jersey Bar Association, DRI, CLM, and National Cannabis Bar Association, in addition to multiple other civic associations. He is admitted to practice in multiple state and federal courts in Pennsylvania and New Jersey.
